Dear Stakeholders and Supporters,
We are writing to share an important milestone in our collective effort to protect the integrity of small businesses, defend state law, and uphold the rights of lawful property owners and operators across Missouri.
As of this month, Private Party Impound, LLC—alongside our legal team at The Law Offices of Mark E. Meyer and Edward A. Stump—has officially filed a lawsuit against the City of Kansas City and Jackson County. This suit seeks to halt the enforcement of recently passed ordinances that directly contradict long-standing Missouri statutes and place an extraordinary legal and financial burden on towing companies across our region.
The ordinances in question force tow operators to release vehicles to individuals who do not legally own them—an act that not only violates Sections 304.156 and 304.157 RSMo, but exposes our operators to potential lawsuits, criminal liability, and operational shutdowns. We could not stand by as regulations were passed that threaten to dismantle the very businesses that help enforce property rights and maintain public safety.
Where We’re Headed
Now that the petition has been filed, we will be seeking both declaratory and injunctive relief.
We are additionally working toward creating a new Towing Association that will give you a professional collective voice and representation across the industry. Pursuant to advancing the goals of the towing community, The Law Offices of Mark E. Meyer and Edward A. Stump are monitoring the ongoing police investigations into towing companies and towing practices, and would like to hear from anyone that has information about any current investigation or has concerns.

We are confident in our legal standing and prepared to argue—clearly and publicly—that no city or county government has the authority to override state law and force small businesses to act illegally in the process.
